Disabled U.S. NAVY Seal or Harbor Seal? Who needs the protection of the Children's Pool Breakwater?

Who needs the protection of the breakwater at The Children's Pool?  A Paraplegic Navy Seal?  Or a harbor seal who is a wonderful swimmer, loves rip tides and waves, and who has access to the entire Pacific Ocean?  A Paraplegic only has the access at the Children's Pool .  Where is San Diego's Priority?
